2007 Regional Planning Workshop

Introduction
The 2007 Regional Planning Workshop for Region IX – Zamboanga Peninsula was conducted on December 19-20, 2006 at the Diamond Room, Grand Astoria Hotel, Zamboanga City . The two-day live-in workshop was among the important activities undertaken in 2006 aside from other activities that the NSO used to have.
This annual exercise endeavored to look out and assess past accomplishments and set plans and target for year 2007. This is also to keep the field office aware and help them get ready for the different activities line-up for the coming year.
At the first day, among the topics discussed were the Milestone (Accomplishments and Failures during 2006), Plans and Targets with Gantt chart, Commitments for 2006, among others. The invited resource speaker in day 1 was the Zamboanga City Vice Mayor Hon. Ma. Isabelle G. Climaco wherein she discussed Gender and Equality issues.
On the second day, the NSO Administrator Hon. Carmelita N. Ericta and Ms. Minette P. Esquivias were present. In her message, she congratulated Region IX for being the host venue of the successful conduct of 3NWCR last August 8-10 at Garden Orchid Hotel, Zamboanga City, for the effort, teamwork and for pursuing the NSO vision with creativity no matter how many statistical activities were being conducted . There were also photo sessions in the afternoon of day 2 where all the participants including the NSO Administrator wearing the so-called “Native attire”.
Another exciting part of RPW was the conduct of the 2006 General Assembly and Socials at the same time a Christmas Party. The program started at 3:00 P.M. up to 11:00 midnight at the Crystal Ball Room, Grand Astoria Hotel, Zamboanga City . Accordingly, this is the first time that the office had conducted simultaneously. There were cultural presentation, singing competitions, parlor games, exchanging of gifts, among others as part of the fun.

Registration of Participants
Registration at the secretariat started at 8:00 a.m. comprising twenty-four (24) participants, four (4) guest and members of the different committees were in attendance to the 2007 Regional Planning Workshop (Annex__), list of which is shown below.

Opening Program
The workshop started with a prayer given by Mr. Ombra A. Iniong of Isabela Basilan followed by the singing of Pambansang Awit led by Ms. Carrie P. Sebial of Zamboanga del Sur.
Welcome Remarks

PSO, BasilanIn the welcome remarks rendered by PSO Jalandoni S. Besas of Basilan, he enlightened the participants to express their opinion and aired the problems and the needs of their respective provincial offices.
Message
By: RD Maqtahar L. Manulon
Regional Director, Zamboanga PeninsulaFollowing the welcome remarks was the message of NSO9 Regional Director, Atty. Maqtahar L. Manulon. In his message, he pointed out the main purpose of the 2007 RPW. “We are here today to set our plan activities for 2007 and assess our activities accomplished in the year 2006 especially on the district level where the bag of work is made. The task at the regional level is only to consolidate the reports submitted by the provincial offices”, he said. Accordingly, the gathering was very much significant for actually fining, the different activities and looking out the office accomplishments. He made mentioned also that in a proposal by next year, there will be a planning workshop at the district and provincial level. “Hopefully we can pursue this proposal so that we can see commitments and planning from the district level”, RD said. Moreover, he reminded the participants of some norms of conduct of professionalism and cited certain example.
Overview of the 2007 Regional Planning Workshop

Acting AccountantThe Overview of the 2007 Regional Planning Workshop (Annex___) was discussed by Acting Accountant Ms. Felipa C. Siborboro of the Regional Office.
Ms. Siborboro tackled the different planning exercises to be prepared by the provinces within the two-day workshop like the preparation of Plans and Targets with Gantt Chart, Commitment, Workload Analysis and expected output of the workshop. She discussed also the Gender and Development Plans and Budget Form4 and its objectives.
Moreover, emphasis on house rules for the two-day workshop was mentioned by Ms. Siborboro to keep participants aware of the prevailing guidelines while at the venue.
Presentation of the Regional Accomplishments

Administrative Officer VThe Milestone of the 2006 Regional accomplishments (Annex__) was presented by the Administrative Officer Adelaida S. Cuarte. AO Cuarte discussed the different activities undertaken by the regional office, provincial offices and district offices during the year. The presentation is based on the PCNR/RCNR submitted by the provinces. Monthly activities done by the region covered the collection and processing of Building Permits, Domestic Trade, Foreign Trade (Zamboanga City only), CPI, CRVS, MISSI, among others. The reports on the quarterly activities include the January Labor Force Survey; the April LFS/FPS; the July LFS/FIES and the October LFS/SOF, and annual activity is the ASPBI only. Fiscal matters, water consumption, electricity consumption, over and above activities and the like were discussed too by the AO.
Plans, Targets and Gantt Chart 2007

Statistician IIIThe presentation of the plans and targets so with the Gantt chart was presented by Engr. Naser S. Usman. During the discussion Stat. Usman explained the planned activities and targets that are timetabled and the Gantt chart as well. Said Gantt chart will serve as a tool/guide in the implementation of the planned activities. It was also explained that at the regional level and provincial level target set for implementation and completion of activities should be earlier than what is in the national timetable in order to give much time for the supervisors to review and to submit reports on time to the central office.
Open Forum
After the presentation of Engr. Naser S. Usman an open forum followed. Mr. Isagani Templanza of Zamboanga del Sur served as the moderator (Annex___). Some provinces made clarifications on the reported accomplishment. This provoked the presenter to reflect corrections on some item. Comments and suggestions were all taken noted. Issues and concerns raised were summarized in the attachments.
Advocating Gender Equality

Vice-mayor, Zamboanga CityHon. Ma. Isabelle Climaco presented a lecture on the topic: “Advocating Gender Equality”. The discussion began by first defining gender to the participants. Accordingly gender refers to the social relationships/roles and responsibilities of men and women; the expectations held about the characteristics, aptitudes and likely of behavior of both women and men (femininity and masculinity) that are learned, change over time and vary within and between cultures. “If we accept the person for whom she really is, meaning we are encouraging him to accept himself and to be more active in the society”, she said. The vice-mayor also presented some activities/projects undertaken by their office as of the moment.
Day 1 (Afternoon Session)
Ice BreakerThe afternoon sessions on the first day started with an ice breaker led by Hja. Onnie M. Lutian and Ms. Felipa C. Siborboro in order to keep everybody awake, alert and enthusiastic. Participants are divided into three groups wherein they are ask to name one animal and utter the sounds. This made everybody laugh!
Review of RCNR Guidelines

PSO, Zamboanga del SurReview of the RCNR guidelines was discussed by PSO Josette A. Abdurahim of Zamboanga del Sur. The discussion began by appraising the guidelines previously spearheaded to all PSOs of the provinces in Region IX. PSO Abdurahim mentioned the step-by-step process/procedures in preparing the RCNR doc. and text, the transmittal and other details of the RCNR. She also encouraged provinces to submit their PCNR earlier than the due date so that regional office can have ample time in the consolidation of reports.
Open Forum
After the presentation on the review of the RCNR an open forum followed where Ms. Macelinda S. Dalogdog of Zamboanga del Norte is the moderator (Annex ____). Issues and concerns raised during the open forum for the whole workshop are summarized in the attachment.Workshop Proper
The mechanics in accomplishing the different forms was explained by the Regional Statistician following the guidelines. Participants were grouped according to provinces.
The workshop includes the preparation of Gantt Chart (APW Form 1), filling up of Workload Analysis and Personnel Assignment (APW Form 2), Commitment and Performance Indicators (APW Form3), and Gender and Development (APW Form 4).
The lead persons are the PSOs and Stat. Naser S. Uisman for Regional Office. The workshop proper finished at 4:30 PM .
Day 2 ( December 20, 2006)
The second day of the workshop began with a prayer led by Ms. Merlie E. Sy of Zamboanga del Norte followed by an ice breaker given by Ms. Felipa C. Siborobo

In the inspirational message (Annex__) rendered by the NSO Administrator Hon. Carmelita N. Ericta, she praised region 9 for the successful conduct of the 3nwcr last August 8-10, 2006 at the Garden Orchid Hotel, Zamboanga City and she thank for looking up the NSO vision with creativity no matter how many statistical activities is being conducted. She is also glad that the mayor of Zamboanga City was very cooperative to the participants. Furthermore, the NSO Administrator made mentioned of some projects presently conducted by NSO and the proposed conduct of the 2007 Census of Population in the coming year. According to her there is a great probability the POPCEN be post through next year.
Administrator's hour
Right after the inspirational message of NSO Administrator is the Administrator's Hour where AO Adelaida S. Cuarte is the moderator. At this moment, participants took chance of openly asking the Administrator of some issues/concerns that they are in doubt.
Issues and concerns that are asked during the Administrator's Hour are being summarized in Annex___. DSO Isagani Templanza made some clarifications regarding the conduct of the 2007 census. In response, Hon. Carmelita N. Ericta advised all concerns not to work yet on that matter unless there is instruction from the Central Office.
Presentation of Workshop Output
By Region/ProvinceThe presentation of the workshop output (Annex___) was presented by province. The output of Basilan was discussed by Stat. Pedro P. Baradi, Jr. wherein he gave emphasis on the 2province commitment on Gender and Development. Provincial Stat. Ma. Lila D. Daan presented the workshop out of Zamboanga del Norte and she centered her discussion on commitment and performance indicators. Provincial statistician Gregorio C Quiño presented the workshop output of Zamboanga del Sur and Regional Statistician Engr. Naser S. Usman for the regional office. They both discussed commitments of their respective offices.
Signing of Pledge/Commitment
The signing of pledge/commitment started by the group of Zamboanga City and Regional Office followed by the group of Basilan; group of Zamboanga del Norte; and group of Zamboanga del Sur. This activity (Annex__) became one regular part of the regional planning workshop to elicit commitments on every personnel for performing effectively his/her role in the field office. Having signed the pledge would mean that each had committed to do all the best that they can on all activities that had been lined up for the year based on the plans and targets set.
Closing Remarks

The program was closed by PSO Expedito C. Rebollos of Zamboanga del Norte. In his message, he awake everyone that their active participation and deliberation in shaping the plans and targets during the two-day workshop is not enough but their ability to sustain the enthusiasm, willingness and united effort in achieving the goals and objectives in the one needed. He stress that in facing many challenges brought about by the demands of time man needs human values of patience, honesty and self-discipline.Moreover, PSO Rebollos had a high expectation that the visions contributed by the participants during the whole workshop will turn to reality.
NSO General Assembly and Socials
Photo SessionThe NSO General Assembly and socials was conducted in the afternoon of day 2 of RPW at the Crystal Ballroom, Grand Astoria Hotel, Zamboanga City . Participants to the general assembly were all NSO employees of Region 9, Zamboanga Peninisula.
First part of general assembly is the photo were everybody clad in their native attire. The picture taking was done by group. The group of NSO Administrator, RD and PSOs; the group Regional Office and Zamboanga City; the group of Basilan, the group of Zamboanga del Sur and the group of Zamboanga del Norte together with NSO Administrator Ericta then followed by the group picture of all participants in many poses.
During the program RD Maqtahar L. Manulon gave the welcome remarks followed by the message of Hon. Carmelita N. Ericta. Following the message of the NSO Administrator is lots of surprises; the cultural presentation by province, search for Jukebox Videoke king and Queen, search for best in attire and search for the star of the night. There were also and awarding of district awards and honoring of retirees.
At the later part of the program is a parlor games and exchanging of gifts. The program was closed with a community singing and a prayer and ended at almost 11:00 midnight .
