introduction

The Region IX, Zamboanga Peninsula conducted the April 2006 Labor Force Survey and 2006 Family Planning Survey last April 3-8, 2006 at the New Inland Resort, Boalan, Zamboanga City.

 

            The six days training generally aimed to equip the fieldsmen during the operation. Specifically the Labor Force Survey endeavor to provide statistics on the level and trends of employment, unemployment and underemployment in the region and the country as a whole while the Family Planning Survey seeks to collect information on contraceptive use including the maternal and child health care services in the Philippines.

 

            Participants to the Training were Regional Director, Provincial Statistics Officers, regional and provincial statisticians, statistics coordination officers, district statistics officers, hired statistical researchers and selected staff of NSO-IX.

 

            Trainers were Stat. Jeremiah Luis from NSO Central Office, Engr. Naser S. Usman the Regional Statistician, SCO Dimna Bienes of Zambonga del Sur and Asst. Stat. Richard Tabigne of Zamboanga del Norte who attended the First Level Training in Manila on March 27-31, 2006.

 

Registration

            The registration at the secretariat started at 7:00 in the morning. A total of eighty-one (81) patcicipants attend the 2nd Level Training: Basilan, 8; Zamboanga del Norte, 20; Zamboanga del Sur, 20; Zamboanga Sibugay, 8; and Zamboanga City, 24.

Day 1
     A
t the first day of the training, there was opening programs conducted. Mr. Capoquian Rolando rendered the opening prayer and Ms. Warlita Shalim conducted the singing of Philippine National Anthem, both are statistical researchers from Zamboanga City. The opening remarks was given by PSO Jalandoni S. Besas of Basilan. PSO Besas pointed out that the quality of the survey lies on the hands of the NSO staff and the hired statistical researchers.  They must exert more efforts in order to attain quality and reliable statistics in the region.

 

            The introduction of participants was done by PSOs of the respective provinces. PSO Jossete Abdurahim of Zamboanga del Sur was the first to introduce the participants for Zamboanga del Sur and Sibugay, follwed by PSO Jalandoni Besas of Basilan. Stat. Lila Daan introduced the participants from Zamboanga del Norte and Mr. Fernando Cuarte for the Zamboanga City participants.

 

            In place of RD Manulon as he was on official travel, Engr. Naser S. Usman delivered a message during the opening program. “Every data we gathered is very important, so this must be credible. For the statistical researchers especially the neophytes, if you have some doubts during the training you better ask questions because in the field nobody can help you except your manual” Stat. Usman said. 

 

            Mr. Jeremiah Luis, the trainer from Central Office Manila, gave the closing remark.  Mr. Luis talked more about the survey especially the objective and its importance.

 

            Thereafter, the class was divided into two classes. Class A and Class B. Class A composed of Zamboanga City and Zamboanga del Norte participants while the Class B were participants coming from Zamboanga del Sur, Zamboanga Sibugay and Basilan.  Trainers of Class A were Engr. Naser S. Usman and Mr. Richard Tabigne and for Class B, Mr. Jeremiah Luis and Ms. Dimna Bienes.

 

            The overview of the Master Sample Form 6 (MS Form 6) was discussed by. Engr. Naser Usman emphasizing on the meaning of the MS Form 6 and its content and the difference between replicates 1, 2, 3 and 4. The procedures and guidelines in updating MS Form 6, the valid and possible combination of updates codes were also among the topics discussed by Stat. Usman.

           

            Mr. Richard Tabigne on the other hand discussed the coverage of the Chapter 1 that covered the objective and importance of the survey, the scope and coverage, the sampling design and the like. At the later part of the discussion, the duties and responsibilities of personnel involved in the survey and some part of Chapter III was discussed, too.


Day 2

            Ms. Macelinda Dalogdog of Zamboanga del Norte gave the recapitulation as the second day session started.

.

Meanwhile, Mr. Tabigne continued the discussion on the later part of Chapter III. He discussed the concepts and definitions of household, respondent, household head, household member, the eligible and non-eligible sample household and the like. The involvement of overseas Filipinos in the survey was also explained. The meaning of work was defined clearly and some coverage of Chapter IV was discussed also. Participants raised lots of question especially on the Household Auxiliary Information (HAI) but all were cleared by. Engr. Usman.

 

            In the afternoon, Mr. Tabigne went on with the discussion on column 12 up to the last portion of the ISH Form 2. Exercise no. 1 was given after the discussion.

 

After a while, Engr. Usman presented a data dissemination on the results of 2005 the Family Planning Survey through a power point presentation.

 

Discussion on the coverage of chapter 1 and chapter II of the Family Planning Survey was facilitated by Mr. Tabigne. Chapter 1 covers the introduction and the objectives of the survey as well as the different roles of the interviewer and the team supervisor while chapter II covers the different concepts and definitions of the contraceptive used. Participants were called once in a while to read each topic and explain afterward.

 

Day 3         

            The recapitulation was given by Ms. Warlita Shalim and Nerisa Natividad, both are SRs of Zamboanga City.

 

            For chapter III the topic was delegated to Mr. Tabigne.  This chapter covers the major FPS Forms that is the FPS Form 1 or the listing form, the FPS Form 2 or the questionnaire and others. Explanation is column-by-column and each topic was clearly discussed especially on the general procedures in completing the FPS Form 2. Participants raised a number of queries as listed on the issues below.

 

            Engr. Usman discussed a number of topics in chapter IV. He explained the Geographic Identification   Code, the name and address of respondent and some items in the ISH Form 2 starting from Q1 up to Q 29. Exercise No. 2 was conducted after that.

 

            In the afternoon, a sort of games was played and subsequently a mock interview was conducted. Below are some comments and suggestions:

 

            Discussion on Q30 up to Q85 of the FPS questionnaire was facilitated by Mr. Tabigne. While reading at the manual the participants were ask to glance at the questionnaire, too, so that they can fully cope up and understand the topic being discussed. Exercise number 3 was conducted then.

 

            The mock interview was conducted afterward and here are the comments and suggestions from other participants.

Day 4

            The recapitulation was given by Aileen Bucoy and Ruth dela Cruz, SRs of Zamboanga City. After a while, another mock interview was conducted. This mock interview covered the whole thing from LFS ISH Form 2 up to FPS questionnaire. Exercise no. 4 was given afterward. Below are the comments and suggestions of the audience.

v     Explain clearly the purpose of the survey

 

v     Avoid redundancy of the questions.

 

v     The interviewer is very calm and consistent even though her respondent is a nagger. 

 

Day 5

Engr. Usman discussed Chapter 1 of the Processing Manual. He explained the general instructions in reviewing the FPS questionnaire, the folioing and the like. Chapter II, the verification or correction table was discussed by Mr. Tabigne. He explained the topic row by row through a power point starting from Q01 until Q85 of the ISH Form 2. 

 

            In the afternoon, the discussion on Field Operations Manual was facilitated by Engr. Usman. He explained clearly the different timetable of activities. The verification or the reviewing of questionnaire as well the manual and machine processing was explained too. “The timeliness of submission of reports is very important so we must submit our report to Central Office on time” Engr. Usman said.

  Day 6

            All participants went out for field practice. Mr. Cuarte coordinated first with the Barangay Chairman of Boalan where the field interview was conducted and the Barangay Chairman permitted them.

              Two classes went on separately by team on field practice near the New Inland Resort. One statistical researcher was assigned to interview while the rest were observers only. As they got back, Engr. Usman told the observers to express their comments or suggestions, which are listed below.

              In the afternoon, Supervisor's Manual was explained by Engr. Usman. The role and responsibilities of all individuals involved were clearly specified. “The supervisors must supervise the fieldsmen keenly,” he said. The different instructions in filling up different forms were explained, too.

1.      In one building there are three (3) sample housing units but the housing unit no. 3 is temporary away. What must be the update code in MS Form 6?

 

2.      In one housing unit there are five households but only three are sampled. During the operation the sample household no. 3 moved out but had a new occupant. Who should the priority to replace household no. 3?

 

3.      Can we not include military as member of the family even he sustains the needs of the family?

 

 

4.      A student has a part time work, what must prevail being a student or his work?

 

5.      There are two wives living together in a certain housing unit. What must be the sequence in listing the household member?

 

6.      The man has two wives with two different sample housing unit. Are we going to write the same household head?

 

 

 

7.      The daughter of a certain farmer is a student and at the same time working at his father's farm. Can we count that as a work?

 

 

8.      For instance, our respondent in a certain housing unit is pregnant at the time of operation. Do we have to interview her?

 

9.      Our respondent does not know his age, what he only knows is the year she was born. What should be our minuend year 2005 or 2006?

 

 

The update code must be zero “0” for that Specific Household.
