1:30-5:00 p.m. INTRODUCTION
Presidential Proclamation No. 647 (PP 647) officially recognized the essential role of statistics in policy formulation, planning and decision making for both government and the private sectors. This was signed by President Corazon C. Aquino on September 20, 1990, declaring the annual observance of the NSM every October of each year.
One activity of NSM is the conduct of the Philippine Statistics Quiz annually since 1992. This years PSQ is 15th in the series, which endeavor to test freshmen college students' knowledge of statistics and to generate public awareness on the importance of statistics in all development planning activities.
The Zamboanga City District Office (ZCDO) with the backstaff of National Statistics Office and the Philippine Statistical Association conducted the Philippine Statistics Quiz Regional Elimination Contest in Zamboanga City.
A total of 23 contestants coming from nine colleges and universities from province to city competed in the contest. Said universities and colleges were from Ateneo de Zamboanga University, Western Mindanao State University, Universidad de Zamboanga, Western Mindanao State University Pagadian External Study Unit, Western Mindanao State University Ipil External Study Unit, Marian College (Sibugay province), Jose Rizal Memorial State College (Dapitan), Saint Vincent's College, and Dipolog Medical Center College Foundation.
The PSQ Regional elimination was successfully done with the cooperation and supports of members of the regional steering committee, participating schools, coaches, contestants and the sponsors: Hon. Celso L. Lobregat, Hon. Assemblyman Bonnie Abdul Aziz C. Balamo, Dr. Consuelo Sacro, Manolette Jude Mercado, Thelma Diego, all Steering Committee Members, who work hand in hand for the realization of the PSQ City competition.
Preparatory Activities
A.
Information and Dissemination
Letters of invitation were sent out to all universities and colleges in the Regional with PSQ primers and the four Information sheets for both contestants and coaches attached. This is for their information and reference.
B. Meeting of the 15th PSQ Regional Steering Committee
Regional Director and chairman of the PSQ Regional Steering Committee Atty. Maqtahar L. Manulon invited the members of the PSQ Regional Steering Committee for the first RSC meeting on September 16, 2006 at NSO IX Conference Room, Zamboanga City at 2:00 in the afternoon. All members of the steering committee were presents. AO Adelaida Cuarte presided the meeting since RD Manulon is on official travel. Agenda's discussed were the PSQ information dissemination, date, time and venue of the PSQ Regional Elimination, the Working Committees, source of funding/solicitations and other matters.

The second RSC meeting was on November 08, 2006 same time and venue as the first meeting. RD Manulon the Regional Director and Chairman of the Steering Committee presided the meeting. The members of the committee discussed the confirmation of the first meeting's agenda. In the meeting it was agreed that the conduct of PSQ Regional elimination would be on November 14, 2006 at Grand Astoria Hotel , Zamboanga City at 1:30-5:00 p.m. Also, in the meeting, the committee made some revisions on the program, amount of prizes and the working committees.
The third RSC Meeting was on November 11, 2005 at the NSO Conference Room. This is to Finalize and review of the activities like the venue, prizes, judges, solicitation and other matters regarding the Regional Elimination.
RD Manulon invited the members of the board of Judges, contestants and coaches for briefing of contest rules, procedures and other matters.
The meeting started at 9:00 a.m. with RD Manulon presiding. He started the meeting by giving some information regarding the briefing and emphasized its importance.
Meanwhile, RD Manulon gives the floor to SCO 1 Fernando A. Cuarte of ZCDO who is the chairman of PSQ City Elimination Contest for further discussion of the contest rules and procedure.
SCO 1 Cuarte read the rules and procedures of the competition. Copies of contest rules and procedure were distributed to the members of the board of judges, coaches and other members of the steering committee. Further, he cited that there were 3 rounds in the contest; easy for round 1, moderate for round 2 and difficult for round 3. 30 questions in all, ten for the first round 1, another 10 for the second round and another 10 for the last round. The top 9 contestants for the first round will automatically qualify for the second round; the top 5 contestants for the second round will then advance to the last round. Scoring will be cumulative. After the summation of the score of R1, R2 and R3, the top three (3) three contestants will be adjudged winners and shall represent the city to the PSQ Regional Elimination.
After the briefing, RD Manulon excused the contestants and coaches because the second part of the meeting will begin.
B.
Solicitation Since the office lack resources to conduct the PSQ Regional Elimination, the committee decided to solicit for funds. AO Cuarte who presided in the first RSC meeting informed each members of the steering committee to take solicitations either in cash or in kind in as many as they can. Solicitations letters was prepared by NSO.
DATE AND VENUE
During the 3rd Regional Steering Committee Meetings on November 11, 2006, it was agreed that the conduct of the 15th PSQ Regional Elimination would be at the Grand Astoria Hotel , Zamboanga City on November 14, 2006 from 1:30-5:00 p.m.
PARTICIPATING SCHOOLS
A total of twelve colleges and universities joined in the PSQ Regional elimination. Among were Western Mindanao State University (WMSU), Ateneo de Zamboanga University (ADZU), Universidad De Zamboanga (UZ), Western Mindanao State University External Study Unit (Pagadian and Ipil), Marian College (Sibugay Province), Jose Rizal Memorial State College, Dapitan City, Saint Vincent's College, and Dipolog Medical Center College Foundation.
CONTEST PROPER
The contest proper began with the reading of the first 10 questions for the first round through a power point presentation. Each question had time limit. After each questions the quizmaster asked the contestants to raise their correct answer through a flashcard when the buzzer sounds. Each correct answer has 1 point. As stipulated in the contest rules, the top 9 contestants in the first round will automatically advanced to the 2nd round. In the 2nd round, the quizmaster read another set of 10 questions. He then read and announced the number of contestants got correct answer. The scorer reflects the points in the tally board and tally sheet.
